Such thermometers are made by the
makers of cross-country (xc) ski waxes, Swix and Toko. The ones I have
seen at xc ski areas are dual, with either F or C being the prominent (very
prominent) scale. If one searches the Swix or Toko websites, perhaps there
will be a clue how to buy one. I bet the ones used in Europe are in C
only, and they must be available somehow.
But they are not for everyone.
They are about 30 cm in diameter with the brand name and rather large colored
bands around the outside indicating which types of ski wax are to be used for
each temperature band.
