Could the 2 millimeter rule be having an effect?
http://www.umich.edu/~newsinfo/MT/95/Oct95/mt4o95.html

With Detroit's conversion to metric back in the 70's, the Auto Body
Consortium in conjunction with NIST adopted the 2 millimeter tolerance
rule. This procedure allows for tighter tolerances in manufacturing
affecting "Fit and Finish", a major quality complaint from buyers of
American made cars. The point is that this standard is wholly metric.
I figured people would get that from reading the articles. There is
also information on the NIST web site about it as well but I was unable
to find the reference again.
