You have to understand the context within which he chose the title.
 
Ray Bradbury's Fahrenheit 451 was about censorship, among other things, including propaganda. Fahrenheit 9/11 is about many of the same things. That it should be reminiscent of Bradbury's book is entirely appropriate and doesn't indicate Michael Moore's position on metrication one way or the other.
 
I'm sure the judges at Cannes are familiar with Fahrenheit 451 (both the book and the subsequent movie).
