Not necessarily.  It means the problem is either at *or after* the list
server.

I have not received any duplicates, which suggests it's not the list server
itself.

The way to track where the duplication is occurring is to compare all the
"Received:"  headers of two copies of the message.  Start at the innermost
(one nearest the messsage text) and work your way upwards till you find
the first difference in received times.  This indicates the point at which
the duplication occurred.
