Is metric week just the next 7 days following metric day or the next 10 days?

No. Metric Week is the calendar week that contains Oct. 10th.

The practice of celebrating things by choosing a whole week (or a whole month or a whole day) to commemorate them is rather well established. So, if it is specified to be a week, it can't be 10 days.

Of course one could certainly promote a "metric decaday" if one wished. I frankly don't think it matters much.
