If you multiply 24 x 16.9, you do get 405.6 floozies, but if you multiply 500 mL x 24 you get exactly 12 L.  The 11.994 L is obviously a conversion of the 405.6 as you noted, a back conversion, but as we see with back conversions, the effects of multiple round-off errors. 
 
Michael also erred.  He said 25 x 500 mL you give 12 L, when instead it is 12.5 L.   the 24 count does give us the correct 12 L.

Recently bought a case of Propel vitamin enhanced water. The case contained 24 x 500 ml bottles. But on the case was printed "24 16.9 FL. OZ. (500mL) Bottles   NET WT. 405.6 FL. OZ. (11.994 L).  I called them and asked why don't they get someone with some intelligence to design the packing. Obviously if we have 25 x 500 mL, we have 12 Liters and Fluid ounce is not a weight, it's a volume. The bone heads they have in some of these companies are truly amazing.
