The implication is that the users of the metric system in Athens were at fault for specifying a height that converted back to six feet seven inches.
 
The fault probably lies with a typo (showing his height as 201 cm, rather than 208 cm). The conversion back from 201 cm was, no doubt, done at this end.
 
The real incompetence involved is, of course, that of the U.S. athletic organizations for insisting on Fred Flintstone units in a metric world in which the dimensions in sporting events are overwhelmingly expressed in metric form.
