Yes.

They will have km/h only, in keeping with most other EU countries.

I don't have numbers, but there is a small but steady trade.  New cars
bought in the Republic are attractive to people from Northern Ireland, as
the taxes here are much higher (thus the manufacturers try to keep the base
price as low as possible).  Such cars would incur taxes in the destination
country.  On the other hand, second hand cars from Northern Ireland are
attractive down here, as the equivalent price of a similar car here would be
higher (due to the higher price of the car new).

Most people, however, buy cars from their local dealer, because of support
issues.
