AGREED, again! The decrease of the size of the second would NOT be performed to 'fit earth's rotation' business but rather to achieve angular/temporal harmony so as to render time framework reform definitive. And I must add that the SI would NOT need to be changed ONE IOTA! Agreed. Unfortunately this is not a battle we need to fight. However, we'd already go a *long way* by just supplementing/adding the above paragraph into the SI books and allowing the market to do the reform in an organized fashion, should it decide to do so.
