I believe that you can round down, but not up, because
you are not overstating the actual amount if you round
down.  So you would be able to say 215 x 279 mm,
because you are providing at least that much.

But if you said that you have 216 x 280 mm, it would
be overstating the actual amount, albeit only
slightly.
