I'm interested by your option "3" below. I can see that working in principal, but I've never seen it in practice in any pub or club. In glasses calibrated to the brim. The liquid must be at least 95% of the measure. or 2. In glasses calibrated to marked lines or 3. Served in any glass but dispensed through a calibrated meter I live in the UK. I do not know the proportion of the three options, but the third option is extremely rare. If I notice the measure is not right, I almost always ask for a top up.
