You seem to confuse the size of the measurement with the required level of
precision. For example if I were constructing a book case say a metre long
and about 80 cm tall, I'd be inclined to mark out the materials and cut it
as best I can to mm precision. If I measured everything to the nearest cm
chances are it wouldn't fit together properly because things were made too
inaccurately.

On the other hand of I were given a description of the assembled item with a
view to buying it, then cm precision would be sufficient.

The same would apply for a book case in imperial dimensions. The nearest
inch is way too big for construction purposes, you'd have to go to
fractions. May be alright for a guide to overall size when buying it though.
