I'm sure everyone would agree with your point (1) it was a silly thing to
do and entirely inappropriate.
However let's not kid ourselves. The coincidence with the anniversary of
Steve Thoburns death would explain why Neil Herron took it badly, though
I'm sure the sender didn't deliberately time it that way, probaby not even
aware of it. The fact that the sender turned out to be an EU employee must
have been an absolute gift to NH. His views of the EU are well known, he
was at one point an MEP candidate for the UK Independence Party (UKIP) who
vow to get Britain out of it.
We can all sympathise with Mr Herron's sense of loss given that Mr Thoburn
was a personal friend, but it hasn't stopped him making as much poitical
capital as he can from this. He escalated it to cause as much embarassment
as possible to the EU Commission and made no allowance for the fact that Mr
Jones was acting entirely in a private capacity.
Neil Herron has made his point and if I were to "put myself in his shoes" I
wouldn't push it any further.

1) He was completely rude in his email - which is hardly a good way of
advocating metric.
2) The timing of the email was quite sensitive, being on the anniversary
of his friend's (a 'metric martyr') death.
3) His English is atrocious - considering he's meant to be an
English-speaking translator!
