Some islands are missing from this membership.  As far as I can tell the islands that make up the British West Indies are not represented nor are some other  islands (which are probably metric anyway due to their history such as belonging to a French Dept e.g. St Barts).  The last time I was in Grand Cayman (about 3yrs ago) I didn’t see much metric unfortunately.

Here is the response I got about what's happening in the Carribean when it comes to metrication.

 

The good news is that no member state is standing pat with Imperial-only usage. Next I'll see what I can find out about how far along different member states are and which ones are following the Australian model for conversion and which ones are creating a UK-like muddle (none, I hope!)

In repsonse to your query, all Member States of the CARICOM Regional Organisation for Standards and Quality are at some stage in the processo o conversion to metric usage. However, the stage of this conversion varies widely amongst Member Staes. Please see the CROSQ website at www.crosq.org where you can find the contact points for each of the Standard Bureaux, if you require more detailed information on the issue of metrication in each of the Member States.
