So, can we say these organizations comprised of people? Thus the people have in fact made a choice. does it matter if the people represent industry or not? Or is it only people who choose imperial those that count as the people and those that choose metric count as the state?

Where is the separation being the people and the state?

So far as I am concerned the distinction is in the eye of the beholder. The object of the exercise was for Britain to change over to metric for trade and offical purposes and the case for it was an economic one.
