Do I interpret you correctly by understanding that a pint glass
is a pint to the rim and not to a marked location a centimetre
or so below the rim?

The law permits three options:
1. Approved glasses, 1 pint to brim
2. Approved glasses, 1 pint to line
3. Unapproved oversize glasses, filled from approved measuring device.
