You are correct in stating that most (if not all) people either fill up the
tank or specify a monetary amount.  I know that I do.  But, it seems that it
would behoove most people to at least check the amount dispensed compared to
the price charged to make sure that the price one is paying is correct.  As
this would be a simple case of multiplication, whether the gas is dispensed
in liters or gallons is irrelevant.

This is a case where we hope the state does its job in inspecting pumps and
ensuring that they are accurate.

'clunk' noise to prevent overspill.

money value and what proportion at the volume-of-tank-refilled figure?

I can honestly say that I've never heard people refer to their petrol fill 
in litres or gallons.  They'll either say something like "I filled her up" 
or "I put £20's worth in".

When's the last time you heard someone say that they put 5 gallons in (or 20

litres, etc)?
