Let me modify the example to make the legal situation more clear. The
butcher creates the packs in the morning. The customer comes in the
afternoon and sees the packs with the weights and prices. The customer picks
a pack, takes it to the till and pays for it.

Yes the law has been broken. The customer could have been mislead and
disadvantaged. It does not matter whether a misleading statement is in grams
or pounds. It is still an offense.

If the customer could be mislead but not disadvantaged, it is not an
offense. If the pack said 1 lb, 200 g then the customer gets more than they
paid for.
