I have found out about so-called A3+ paper. It is a marketing name for 13 by 19 inch paper, to be used in photoprinters. I vieuw this as an attempt to corrupt and pervert the international paper sizes standard.
I saw this some months ago when I went to CompUSA and asked if they have printers that can handle A3. I knew the actual dimensions of A3 and that wasn't it. The next size up from A3 is RA3, which has enough margin that you can hold it in a printing press and trim off. I wouldn't expect to see RA3 in a stationery or computer store.
