I am in the UK and have bought material. My experience is that it is almost
always sold per metre. It is possible to find a few small retailers that
still sell per yard but they are breaking the law.

If a unit is used for trade, it must be metric. The word 'per' is usually an
indication that the unit is being used for trade. It is illegal to display a
price per yard. It must be priced per metre. Length is used for trade.

Width is not used for trade. It is merely a characteristic. Thus it is legal
to describe and sell cloth as 1 yard wide.
