Isn't the fluid part sort of implied when it is equated to
something in millilitres?

Please, please. They're fluid ounces, not
ounces. The former is volume; the latter is mass (or, for those who are real
stick-in-the-muds, weight.)
I found that so-called 20 ounce (labelled metric as
591 mL) water bottles (Aquafina) hold closer to 650 mL. I poured a few
out into a measuring cup and they measured about half way between 600
and 700 mL. There is no reason they can't be labelled as 600 mL, even
if it doesn't equal 20 ounces via a conversion factor.
This may be the way they label in the US. They
add enough content to meet legal requirements in countries where rounded
metric is required by law. So when they affix a label to the product
designed for a particular market, they can specify the amount in rounded
metric. They may deliberately mis-state the amounts for the US market
so as not to upset those who would complain of creeping metrication if they
saw rounded metric numbers.
The next time any of you purchase a product with these
odd sizes, pour it into a measuring cup first before pouring it into
glass. Verify the contents and see if they actually meet rounded
metric sizes. then report your results here. It would be nice to
see how much hidden metric there is.

I wonder about this myself. I see a bit of wiggle
room in the conversion (23.5oz=695mL or 700mL=23.7oz), so maybe their
8.3oz (245mL) drinks are really 250mL, and their 42oz (1.24L) Total Trim
punch is really 1.25L. The first two, at least, could be considered
fairly oddball sizes for USC. The rest of Arizona Beverages'
offerings are solidly customary (16oz, 20oz, 1gal).
