A friend of mine has just pointed something out that hadn't previously 
occurred to me. I reproduce what he has said below (with his kind 
permission):

If you can't use fractions, you can't use SI. The definition of the metre
contains a fraction:

"The metre is the length of the path travelled by light in vacuum during a
time interval of 1/299 792 458 of a second."
