I don't think FMI is confusing any of those things. They see some real downsides with voluntary metric-only labelling because, as I read their objections, it will create a proliferation of sizes and labels and introduce more complexity in managing the distribution and display of merchandise.
I think we ought to address those issues from a "business" standpoint first. That will be the basis for finding ways to alleviate their concerns.
