The BIPM says table 8 are units whose "use is not
recommended" and "These units should be defined in
relation to the SI in every document in which they are
used.". Until 1996, table 8 used to be called units
"to be avoided".

No it does not. The best BIPM definition of 'metric'
that I have found is in the BIPM brochure. It says
"the International System of Units (SI), which is the
modern form of the metric system". Note that it uses
the definite article. Thus since 1960 'metric system'
and 'SI' are synonyms. After 4 decades, the word
modern is superfluous.

The bar is not SI and therefore not metric. It *was*
metric but is not now.
