The discussion below about liquid vs. solid cooking measures deals with volume adequately.  However, in the case of flour or like substances, packed flour vs. loose flour will yield quite different results.  To overcome this difficultly, mass is used to ensure the quantities are the same each time they are measured regardless of volume.  Weight (mass) is used in mixing prepackaged ingredients to ensure consistency.  I believe the French use this method in their cooking.
