According to the Oxford DIctionary of Weights and
Measures, the Joule was first adopted by the Internatioanl Electrical
Conference in 1889 and by the CIPM in 1946. The reference given in
the dictionary is "Le System Intenationale d'Unites (Sevres; France:
Bureau International de Poids et Mesures, 1985)".
