Operant conditioning at work.
Do not reward the behaviour and will extinguish.

The problem is that humans are wired to respond very powerfully to
intermittent reinforcement (a decisive evolutionary advantage in a
hunter-gatherer society, which is how we evolved over the last 12 million
years). So, it only takes one person responding every once in a while to
keep the behaviour going. :-(
