To what extent is the reluctance of the U.S. to metricate interfering with
NIST's ability to partipate fully in the key comparisons of measurements under
the International Committee of Weights and Measures' Mutual Recognition
Arrangement (CIPM MRA) (the agreement signed in 1999 to establish the degree of
equivalence of national measurement standards among the world's national
measurement institutes)?
