Actually, selling gas by the liter is most likely legal in every state already. Back in the late 70s/early 80s when gas first moved over $1/gallon, it was easier to switch pumps to liters than to replace them to allow over 99.9 cents. As pumps were replaced with newer digital models, that issue went away. The problem is that in some states if the station dispenses by the liter, it must display the price per gallon in addition to the price per liter. The way I remember is that the price per liter would be at the pump and the price per gallon would be on the big “sandwich board” signs at the entrance to the station.

liters/mile might get confusing . Liters per 100km might be an easier step even
though the road signage has not switched. Do you think amending the FPLA would
clear the way to selling fuel by the liter or has that always been legal in the
US? I don't even know if many pumps could calculate in liters or not. I would

With that in mind I wonder how the US public would react to buying gas by the liter? It'd be thoroughly confusing buying by
the liter and calculating fuel efficiency in miles per gallon but at least
