I too consider them to be interchangeable, but I tend
to associate liters strictly with liquid volumes.  

I've seen car adversizements stating that a car had a
100 L trunk.  That seems wierd to me.  But I'd rather
hear that a bucket contains 6 L of water and not .06
cubic meters of water.
