Hi Paul, May I suggest that in Question 1 you add the option "My constituents do not mind which system is in use".
What I have observed in the UK is that a significant proportion of the population do not really care one way or the other. If they get told that a change-over is happening, they will shrug their shoulders, maybe complain for a few days about having two systems in place and as long as the Government can convince them that nobody is making a fast buck on the side a their expense, accept it. Of course, a change-over gives journalists lots to write about and the fact that it is taking so long has given the journalists lots of ammunition. I suspect that things are the same in the US.
