Or they may be downsizing.  

It is obvious though that those who do make out the labels don't understand 
significant digits.  Are the fills that precise to two (2) decimal places?   
What if the cans really all contained 3.84 L?  In this case, stating a fill 
amount of 3.8 L would be accurate enough.

It's just that I have another can of the same paint from a bit over a  
year
ago, and the label then said 3.78 L.  The label has since been designed.

I guess I could write to the company and ask.
