http://www.ed.gov/about/bdscomm/list/mathpanel/pre-report.pdf I haven't had time to read through this report but a search for the word metric revealed that it occurs twice: once within the name of the MetaMetrics Corporation and once in the name of the U.S. Metric Association. There were no other mentions of the word metric in this preliminary report.
