Direct measurements of fuel consumption rates are easily done under any 
combination of circumstances by existing devices in many vehicles of more 
recent vintage.

Why bother with "calculated" values?  Tables of *measured values* for various 
combinations of circumstances might be of interest to potential buyers, but a 
single number or pair of numbers will always be gross oversimplifications of the
performance ranges of actual vehicles.
