Outrageous? I only ask the question I don't know if its legal or not but
certainly a State can not prohibit the use of metric and that's why cars have
dual instrumentation and must have km and mph on the speedometer. By your
argument it would be illegal for packaging to contain both metric and English.
It might be legal to post speeds and drive in metric but reality is that speeds
are not posted in metric so State should be able to require speedometers to
read in at least the same units as the posted speed and distances. How else do
we regulate traffic? Not everyone who will ever drive your car will be able to
convert speeds from that which is posted to what they can read on the
speedometer in their head.

That's outrageous!
Congress declared in 1866 that the metric system is legal in the US.
Only Congress, not the states, can make or change such a declaration,
according to the US Constitution. No state has the right to forbid
that which Congress has declared legal.
