Don,

Laws are in place within each of the member states of the EU to enforce *SI 
only* after 2009.

Each member state may enforce *SI only* after 2009 if it chooses to do so.  
With the best projected use of *SI only*, there would likely be variations of 
enforcement from state to state even in the absence of pressures for continued 
permission for duality. 

Until there is a formal revision of the EU Directive requiring *SI only* or a 
new EU Directive in its place, I shall continue to believe that each member 
state may enforce *SI only* after 2009, at least until the member state has had 
time to act on the supposed new Directive.

Where is there evidence of a new EU Directive on the SI?
What is the verbatim wording of such a new Directive?
Which member states have abrogated their laws to enforce the present Directive 
on the SI?
