We hope your agency is making good progress in its discussion (according to your November 2007 letter to me) on adopting the National Council on Weights and Measures (NCTM) Uniform Regulations as published in NIST Handbook 130. Among these regulations is a provision that will permit products not regulated by the federal Fair Labeling and Packaging Act (FPLA) to be optionally labeled in metric units only, i.e., without U.S. customary-unit labeling. Such adoption would make New York the 49th state to permit this labeling option.
