Sounds like the same thing the highway contractors did, to get the state
highway departments to revert back to colonial units, one at a time.

I think it's possible that Paul wants to be able to use the leverage of NY
adopting the UPLR to then be able to say to Alabama that "you guys are the
lone holdout".

 

Not the first application of "divide and conquer" in human history.  :-)
