I think it's just meant to be quick-fire satire based humour - not serious anti-metric action.
It's a bit like presenter Jeremy Clarkson on Britain's popular "Top Gear" TV show - he was given a brand new hyper-performance car to try out from Europe. So it was left hand drive and had a km/h dial. When he was driving the car hard the figure was obviously enormous if you read it as mph so he quipped - "That speed's in Euros by the way"!
