Ezra, Council means Council of Ministers, at least one from each Member State of the EU, perhaps more, I'm not sure.
Even if non-SI supplementary indications are permitted after the end of 2009, "legal" (primary) units are defined by the EU as units from the SI, and supplementary units are defined as non-SI units, that is, *secondary* units, meaning units in *second* place It seams to me that a Member State would still have the authority to reject importation of products that do not place the SI indications in *first* place in documents and on labels, with supplementary indications, if any, in *second* place.
