Ever since I involved myself in attempting to 'improve implementation of
Metrication (Time & Calendar inclusive)', I felt most experts intend to
confuse, the term METRIC. I assign TWO factors:
(1) term METRIC is not understood to mean as 'linked to length unit - Metre'.
Thus, any quantity 'decimally divisible need NOT be called belonging to SI
Mteric system of units'; unless this is also linked to length unit Metre.
"The 'metric system' is often confused with the decimal notation:
"Metric, pertaining to or of the metre; -system, decimal measuring system with
the metre, & litre and the gram determined by it, as the units of length,
capacity and weight; the prefixing to the metre etc., of the Greek derived
'deca-, hecto-, kilo-' denoting multiplication by 10, 100, 1000 as in kilometre
of 1000 metres; that of Latin derived 'deci-, centi-, milli-, denoting division
by 10, 100, 1000 as in decilitre, one-tenth of a litre".
It is, therefore, to be understood that any quantity that is decimally
divided or multiplied is ONLY decimal; and it can be classified into the Metric
domain – if and only if this is also linked to the length Unit METRE,
to belong to the SI Metric System of Units".
(2) Units of Time and length (essentially arc-length via Pi/180) remained
isolated and dealt independently that lacked inter-merger i.e. the corelation
between the unit for time (s) had no link with length unit - m and/or
(arc-angle). Thus, it is essential to link new time interval (decimal second,
sd) and New length unit, (Metre New, (m'). See:

Count of number of days for calendar construction is a built up of
seconds-minutes-hours to days-weeks/fortnights-months-YEARS to Era markers.
