Somewhere between 2 and 5 years seems more appropriate. I'd aim for 1 or
2 and then adjust as they complain. If you start with 10 years, they'll
try to push it out to 20 and then in the mean time get the law changed.
c.f. agreement between the USA and Europe w.r.t. metric labelling of
goods.
