I doubt that you will find a legal workaround.

 

ISO is a private organization (like the International Olympic Organisation)
rather than an inter-Government organisation (like United Nations).  As
such, they do not get their funding from governments, but rather from member
organizations which may or may not be publicly funded.  As such, they charge
for both the intellectual rights as well as for the media on which their
documents are published.  (By comparison, BIPM only charge you if you buy a
paper copy of the SI guide).

 

A few months ago I consulted ISO-31 in my local library (in the UK).  The
document was supplied as a PDF file that could not be printed.  If I wanted
to take any notes, I had to do so by hand.

ISO's "SI Guide" is not a straightforward, free download - not for me. ISO
wants me to create an ISO account and then use my credit card. I did the
first but not the second. I don't know why ISO insists that you pay since it
is free. ISO offers other PDFs as free downloads. Does anyone know a
workaround?
