You need the factory computer. That took just reads the OBDII circuits to read out that information. The factory computer talks on the same OBDII system, but has the logic and programming needed to make changes, etc. In the Volkswagen and Audi world, there is a tool called the VAG-COM used to do this. Honda? Not sure about that. I don't know of any aftermarket tools that allow you to do it. Have you checked with a dealership or called Toyota of America?
