It's been a long time since I was issued my passport and my drivers license so I don't remember those particular cases.
However, when asked for my height and/or mass, I routinely give my height in metres (or centimetres or millimetres - I'm still a little ambivalent in this regard) and my mass in kilograms.
I just checked my passport and find that neither height nor mass is listed on my infomation page. It is possible that it was never required in the application in the first place.
My height in ft & in is on my driver's license but my mass is not given. So I must have given them my height. If I gave it in metres they converted it; more likely they specified ft. & in. so I gave it that way. (I do admit to acquiescing to official government agencies when they specify that they want the information in Ye Olde English units.)
