Certainly don't disagree with that, Remek.  If I understand it, this is another 
one of those sad cases where agency leadership at one time could have acted 
without further authorization, but conversion was "voluntary", so why incur the 
expense and some transitory public grumbling.

For the sake of history, it would be interesting to know who really sabotaged 
US metric conversion by inserting the "voluntary" provision in the 1975 act.  
Does anyone know?  I think I read something, perhaps on the USMA website, 
saying that the exact origin of that fateful last-minute revision is unknown.

Since we're on the topic, a quick note to Victor: USPS going metric would be 
one of those major coups in the US for our cause, along with km on the roads or 
liters at the gas pump.  All the other shipping companies would have to follow 
suit, along with all their customers.
