John is correct on the date of the latest edition. It is indeed
IEEE/ASTM SI 10-2002. Another link for purchase of SI 10 and an errata

A new edition is being developed in the revision process. Here is the
status:
-- Proposed Change Items (PCIs) have been submitted by members of the
joint IEEE/ASTM committee, based on their thoughts and those of their
colleagues. This process has been going on for about a year.
-- A red-lined draft has been proposed to the committee, based on those
PCIs.
-- IEEE Standards Coordinating Committee 14 (SCC 14) will discuss this
red-lined draft on the morning of April 23. I do not know if ASTM E43
(the SCC 14 counterpart) has met or when they will meet. Essentially,
those two committees provide members to the joint IEEE/ASTM committee.
-- The joint committee will meet after noon on April 23 to discuss the
red-lined draft.
-- Comments and decisions from this joint committee meeting will be
incorporated into the red-lined draft on a consensus basis and a final
draft will be constructed.
-- That final draft will itself go through IEEE SCC 14 and ASTM E43 and
then through the joint committee. If approved it will be put up for
publication. If not, another draft will be needed.
-- Once typeset, the galley proofs will need review and emendation. Once
those are approved, the new edition of SI 10 will be published.
I estimate that we will have a new edition of SI 10 out by the end of
2009 or, failing that, by the early part of 2010.

That edition corresponds to 7th edition of SI Brochure. I understand it
is currently being revised to latest edition of SI Brochure and NIST SP
330. I don't know the schedule, or the extent of revisions.

It is difficult to find it in the ASTM catalog or website or the IEEE site:
many documents reference it but the standard itself does not come up, for me
