Unfortunately, O'Keefe isn't free. It's available through 4 methods at the link 
below. They are all very expensive. The loose-leaf books are cheapest at £425 
GBP, and that only includes 1 year's worth of updates. After that, you have to 
pay a yearly subsciption.

I have access to the web-based version, but it's the most expensive of the lot. 
 
I also have access to a set of the loose-leaf volumes, but they haven't been 
updated in 12 years (when I changed to the CD-rom version, which I have since 
upgraded to the web-based version)

articles/legislation/guidance.
