I'm no expert in interpretting UK law, but I'm reading it differently than 
you.  From section 8, paragraphs (3)(a) and (3)(f)  seem clear.  Quoting from 
them:
 
(3) Information as to the nominal quantity shall be marked in accordance with 
the following requirements: 

(a)
the nominal quantity shall be expressed in the permitted metric units (except 
for milk in returnable packages where it may be expressed in pints) with the 
numerical value expressed in figures followed by the unit of measurement 
expressed in words or the relevant permitted symbol;
(f)
any supplementary indications in imperial units allowed by section 8(5A) of the 
1985 Act F11 shall be expressed in the permitted imperial units with the 
numerical value expressed in figures followed by the unit of measurement 
expressed in words or the relevant permitted abbreviation and shall not be more 
prominent (and in particular the figures and words or abbreviations shall not 
be larger) than the metric indication;
 
The tables immediately following enumerate the permitted units.
 
The UK has been "metric required, Imperial tolerated" for some time.  The only 
issue is whether or not Imperial is forbidden after 2010-01-01.  Well, and the 
existing exemptions like miles of road and pints of beer.  Section (f) does not 
require the Imperial markings as does FPLA.  It sets the rules if they are 
present.

Ken,

"Packaged Goods" 2006 from the SLD is getting close to that which
I'm looking for.

Although permissible metric units are tabulated first, and imperial units,
second, there is no mention of which are to be considered primary (preferred)
after 2010 January 1, and which are to be only optional "supplementary
indications."

Is that question addressed in regulations not yet posted to the SLD?
