Thanks John! This Amendment of the EU Directive 80-181 uses the terms "legal units", and "supplementary units" which must necessarily be distinguished. The "legal units" are, of course, from the SI, and the supplementaries are not SI.
I have been using the word "primary" where "legal" is the more precise word. I do still contend that "supplementary" means *secondary* not as acceptable as the "legal" units, not entitled to more prominent first place on labels. Note that the Member States have until 2009 December 31 to make their laws compliant with these amendments to 80-181. I suppose we must track revisions of laws for the rest of 2009 to be aware of the potential for rejected US exports.
